Masks must be worn on all flights of Vietnam
At the meeting, the Steering Committee members agreed to strictly enforce mandatory medical declarations for those who enter Vietnam.
Accordingly, all cases of entry into Vietnam, including Vietnamese and foreigners must carry out mandatory medical declaration; if they make untruthful declarations, they will be strictly penalized according to the provisions of Vietnamese law.
According to a report by the Ministry of Health
from January 23 to March 5, 2020, Vietnam recorded 16 cases of infection and all are recovered. In addition, to prevent the disease from air transport, Deputy Minister of Transport Le Anh Tuan said, from 6PM on March 13, passengers on flights of Vietnamese airlines are required to wear masks during the flight and when completing entry procedures to Vietnam.
For flights of international airlines to Vietnam, passengers and cabin crew are strongly recommend to wear masks during the flight; at the same time, it is compulsory to wear masks when carrying out entry procedures to Vietnam.
“Before entry, the aviation industry of Vietnam will provide passengers with free masks, passengers are asked to wear masks and comply with the instructions of the industry as prescribed”, Deputy Minister Le Anh Tuan emphasized.
Similarly, Deputy Minister of Transport recommends that passengers traveling on public transport should raise awareness and implement the recommendations of the Ministry of Health; at the same time, drivers of public vehicles such as buses, taxis, trains… should wear masks, and ask passengers to wear masks as well as take other epidemic prevention measures.
Regarding the management of transit passengers in Vietnam, the aviation industry will arrange a separate area for passengers to rest, and shopping… While waiting for boarding, passengers should not enter Vietnam; suspected passengers are not allowed to enter Vietnam. The remaining cases must declare mandatory health if they want to enter Vietnam.
During the time of rapid and widespread spread of the COVID-19 epidemic worldwide, in order to strengthen prevention and control of the spread of disease in the community, the Government of Vietnam will also halt its visa exemption policy for citizens of Denmark, Norway, Finland, Sweden, United Kingdom, Germany, France and Spain, effective from 0:00 on March 12, 2020.
Vietnam has announced this decision to the aforementioned countries and will continue to work closely with other countries, organizations and international partners in the disease prevention and control.
Reduce concentrated quarantine, carry out quarantine at the local areas
Emphasizing the maintenance and effective implementation of 14-day quarantine, Steering Committee members asked The Ministries, Departments and localities to strictly comply with the guidance of the Ministry of Health on reducing the quarantine density and organize quarantine at the local areas.
Accordingly, after 3 days of quarantine, test results of suspected cases with negative results for SARS-CoV-2 virus can be transferred to local quarantine areas. Here, under the close supervision of health authorities and local authorities, quarantine cases will have their electronic health records registered.
In addition, the Steering Committee assigns the committees and the local authorities to direct the inspection and supervision to strictly follow the self quarantine guidelines at home.
The VN0054 flight from London (UK) to Vietnam landed at Noi Bai airport at 4:30AM on March 2, 2020, including 201 passengers (26 Vietnamese and 175 foreigners). Class C compartment had 21 passengers (3 Vietnamese and 18 foreigners) and other 180 passengers.
As of March 11, 2020, Vietnam recorded 13 more cases of COVID-19 on the same flight, of which, Class C cabin had 2 cases of Vietnamese people, 9 cases of foreigners; Normal cabin had 2 cases of foreigners. In addition, there were 3 cases of transmission from passengers of this flight, including: aunt and driver of the 17th patient N.H.N; an employee of Dien May Xanh Electronics Supermarket in Da Nang who came into contact with two British people on this flight who have been infected with Covid-19. Currently, the authorities already have information on theaccommodation and travel routes of 200 passengers, one case is being updated. |
Regarding the environmental treatment, the Steering Committee suggested that, the Ministry of Health will provide specific guidance on the process of disinfecting and detoxifying in places where the density of contact with human hands is high such as the door knobs, elevator buttons, etc. in families and areas with COVID-19 cases; guidance to properly disinfect at public places, tourist sites, schools, etc.; Avoid wasting and bad impacts on people’s mental health.
At the same time, the Steering Committee assigned the Ministry of Health to provide professional guidance and training to localities and health facilities from local to central levels in screening, seperating medical examination and treatment for cases having signs of clinical cough, fever, flu …
About the testing capacity of 22 Vietnamese laboratories, Deputy Minister of Health Nguyen Thanh Long said that according to the testing regulations, the Ministry of Health requires localities to conduct screening tests upon detection of suspected cases of infection with SARS-CoV-2 virus; then immediately transfer samples to 1 of 3 units of the Ministry of Health (Central Institute of Hygiene and Epidemiology, Pasteur Institute of Nha Trang, HCMC Pasteur Institute). When the results are confirmed, the units report to the Steering Committee, the Ministry of Health to announce new cases of COVID-19.
